FEOI Publishes Five Year Strategy

FEOI Publishes a Five-Year Strategy: Building a Resilient Bridge Between the U.S. and South Sudan

Family Education Outreach International (FEOI) is proud to announce the publication of its Five-Year Master Blueprint (2027–2031). Presented by Chief Executive Officer Charles Ladu from FEOI’s U.S. headquarters in Lincoln, Nebraska, this comprehensive strategy outlines a bold, transparent roadmap designed to expand access to education, foster deep disability inclusion, and build long-term economic resilience for vulnerable communities across South Sudan.

The strategic plan—titled Vision 2031—serves as an operational foundation and a promise to donors, partners, and the families FEOI serves. It bridges international donor support with locally led, sustainable solutions on the ground.

A Phased, Accountable Approach to Growth

At the core of Vision 2031 is a commitment to disciplined governance, safeguarding, and measurable impact. Rather than rapid, unverified expansion, FEOI’s strategy follows a strict three-phase rollout to ensure every step is grounded in local readiness, financial accountability, and community ownership.

  • Years 1 & 2 (2027–2028) – Foundation & Local Capacity: Establishing robust governance policies, registering local operating structures in South Sudan, piloting scholarship cohorts, and launching foundational disability inclusion initiatives.
  • Years 3 & 4 (2029–2030) – Responsible Scaling & Infrastructure: Expanding proven programs, hiring specialized monitoring and evaluation officers, and initiating capital campaigns for an accessible Education and Empowerment Center once strict feasibility stage-gates are met.
  • Year 5 (2031) – Consolidation & Long-Term Impact: Commissioning the multi-purpose community center and sustainable housing units, stabilizing tenancy, conducting comprehensive external evaluations, and publishing verified five-year results.

The 5 Strategic Pillars

Vision 2031 organizes FEOI’s resources around five interconnected pillars designed to break generational cycles of poverty and exclusion:

  1. Education Access & Achievement: Protecting and expanding core educational opportunities through transparent, vulnerability-based scholarships (the Hope Through Education Scholarship Program), direct-to-school fee payment controls, and community-led mentorship and tutoring programs.
  2. Disability Inclusion & Empowerment: Embedding accessibility across every initiative. FEOI works directly with persons with disabilities and representative organizations to provide inclusive scholarships, health and mobility referrals, adaptive vocational training, and community rights advocacy.
  3. Youth, Women & Family Economic Empowerment: Linking education directly to economic stability through market-aligned vocational training, digital literacy, financial education, and women’s and youth savings groups equipped with catalytic start-up support.
  4. Institutional Capacity & Partnerships: Strengthening board governance, financial audit readiness, safeguarding systems, and collaborative networks with local schools, health providers, and community leaders.
  5. Sustainable Infrastructure & Social Enterprise: Developing an accessible Education and Empowerment Center alongside an earned-income rental apartment model to generate unrestricted, long-term revenue to fund core charitable programs.

Core Values

Every action within the 2027–2031 Master Blueprint is anchored by FEOI’s foundational values: prioritizing human dignity, maintaining absolute financial integrity, ensuring child and vulnerable-adult safeguarding, and fostering community-led ownership.

"Every FEOI activity will be designed with communities, implemented with accountability, and measured by whether it expands safety, learning, dignity, and self-reliance—not merely by how much money is spent."

— Charles Ladu, CEO

Looking Ahead

As FEOI prepares to execute this five-year roadmap, the organization invites donors, institutional partners, volunteers, and diaspora networks to join in turning Vision 2031 into reality. Together, we can build a secure, dignified, and self-reliant future for children, youth, and families across South Sudan.
